Fail to bid

A week back's bidding for MRT-3 support tumbled.

And the other one for LRT-2 last Dec. 23.

Earlier Oct. 24, The LRT-1 offering failed as well.

With each of the three works dead, the present makers will be become month-to-month. That induces propelled ahead with turbulent upkeep of MRT-3, and extra parts deficiency at LRT-1 and -2.

Internally, the get together extraordinary raised metro train charges by  50-80 percent, with no update in association or business districts.

Bidders have decried for the second time a P2.4-billion, three-year contract to keep up the included Metro Rail Transit Line 3 (MRT-3), as indicated by the Department of Transportation and Communications (DOTC).

DOTC said no social issue had submitted offers when the due date passed Tuesday, much after the gathering reexamined parts of the comprehension.

And the essential offering round held in October 2014 in like way drew no bidders, the working environment's offers and prizes admonitory social occasion (BAC) previous uncovered.

Consistently, a huge number of Filipinos take the train to and from their work environments, schools and different ends. This makes it amazingly imperative to keep up its fitting condition to evade lethal mishaps like what happened in August 2014 when a MRT train overshot the tracks at the Taft Avenue station in Pasay City. The occurrence left 38 travelers severely harmed.

Reliably, a colossal number of Filipinos take the train to and from their workplaces, schools and distinctive finishes.

To better serve step by step explorers of the MRT-3, the Department of Transportation and Communications (DOTC) has opened the offering for the 3-year upkeep contract for the train structure. Regardless, DOTC said on Tuesday that there are still no takers.

For the second time, an understanding offer for MRT-3 has fail to draw organization suppliers. The primary was last October 2014, which was similarly condemned by bidders, despite an astonishing Php2.4-billion money related arrangement.

DOTC delegate Michael Sagcal said that no association has submitted their offers when the due date passed last Tuesday, despite the governing body redesiging parts of the organization understanding.

Sagcal said in a text. "The BAC (offers and rewards board) will need to broadcast a dissatisfaction of offer and conduct an obligatory review according to rules, to make sense of what further changes should be made to make the errand qualified to captivated social events,"

No short of what five get-togethers who picked up the offer documents in the midst of the early on advertising.

MRT-3 upkeep contract obviously seemed testing to changed suppliers, what with the train's structures were obsolete and likewise, obliged part substitutions.

As operators of one of the social occasions who were sent the offer files said that recuperation works are past due by in overabundance of five years.

Backing of the MRT-3 as finished by Autre Port Technique Global Inc. (Capable Global), a Filipino association.

In any case, a movement of breakdowns and disasters has put the DOTC and its developer APT Global under open examination over the earlier year.

Along with poor travel organizations so far making the lives of an immense number of explorers at threat, both DOTC and APT Global are dependably placed in breaking point water.

Now, this is especially bona fide now that the confirmations for the MRT-3 furthermore for LRT lines 1 and 2 have been extended. People can scarcely envision how the council is truly making them bear the upkeep cost of these adequately imperfect rail structures.

More and more redesigns for the MRT and LRT systems remains a plan.

As part of its recuperation and utmost improvement wanders, DOTC has set Php50 million for consultancy organizations for MRT-3 under the General Appropriations Act of 2015.

In fact Hernando Cabrera, a MRT-3 and LRTA agent said that the advising firm would offer heading and honest enter in the organization and operation of the travel structures.

This money will be sourced from the extended tolls for the MRT and LRT systems. With these orchestrated overhauls, the people are instantly believing these will come into satisfaction.

DOTC has also conveyed an offering welcome for the supply and transport of 60 units of balance field for MRT-3's Czech-made Rt8d5m light rail vehicles (Lrvs), which is surveyed to be legitimized even notwithstanding Php91.7 million.

It must be fare

"It must be made." Department of Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya said.

This actuated open disturbance in Metro Manila. He incorporated that, "it was time to make the best choice that is, to charge affirmations closer to those on ventilated transports [along Edsa]."

He even shielded this move saying that the extended confirmations would realize stamped upgrades in both travel organizations.

While the Aquino association is from every angle settled in turning a deaf ear to the people's racket to postpone the charge move until the MRT and LRT show essential improvements.

Individuals when all is said in done tumult became unlimited as Malacanang Palace showed its haughtiness and relentlessness to the people's appeals.

Just as to rub salt on another wound, the association is right now looking to move the commitment of fiscally supporting a shabby mass transport system in the capital, in the wake of pulling out its present sponsorships to the travel systems.

Since the present association decided to execute an affirmation increase for MRT and LRT – two of the huge modes of transportation for the country's capital. Reliably, these vehicle lines pass on 1.2 million explorers, notwithstanding their low cutoff points.

The extended affirmations would be an inconvenience to individuals when all is said in done, especially those acquiring underneath minimum pay.

With the excessive MRT and LRT rates, those people will be propelled to take jeepneys and transports, implying the "starting now hugely congested" boulevards in the metro.

I am considering how they considered such figures over a short time.

A few people think its just not sensible, while others even acknowledge that this is a substitute sort of "government burglary".

Everyone knows how repulsive the organizations of both travel structures are. Both mass travel business locales are deteriorating.

The years of negligence and trademark wear and tear have amplified the MRT's capacity past its most extreme, bringing on reliable breakdowns.

So why are they growing the charges when people have not seen redesigns for a long time?

It must be the government’s responsibility to assure people's safety.

MRT Investigation by the Senate

MRTC and the DOTC entered into a build-lease-transfer (BLT) agreement in 1997.

The BLT Agreement was signed by DOTC and Metro Rail on August 8, 1997 and amended on October 16, 1997. It constitutes a restatement of similar agreements dating back to the first such contract, which was signed on November 7, 1991. It was restated on April 22, 1992, and the restated agreement was supplemented on May 6, 1993, and amended on July 28, 1994 and May 1996. Another restatement was signed on October 3, 1996. All the terms in those prior agreements were superseded by the provisions of the BLT Agreement.

In the agreement, to construct and maintain the MRT-3, government is to pay MRTC equity rental fees and MRTC is assured a net return-on-investment (ROI) of 15%, net of taxes and net of loan repayments. To sum up the government did not pay its rent promptly.

MRTC filed an arbitration suit against the Philippines in Singapore because of the delayed rental payments. Another case was filed against the government for awarding a P3.8-billion ($86.7 million) contract to Chinese company CNR Dalian Locomotive & Rolling Stock Company of China to supply of 48 new light rail vehicles for MRT 3.

As time passes by, the train system starts to face different problems. Like non-functioning elevators, non-functioning escalators, non-functioning ticket dispensers, obsolete signalling system and derailing of an MRT3 train happened on August 13 causing to injure about 38 people.

Now that many things are causing suffering to the people, the Senate must put in more effort in probing the whole system of the MRT.

Senators Sonny Angara, Nancy Binay, Bam Aquino and Aqulino Pimentel III initiated the investigation.

Senator Grace Poe took the MRT as an ordinary passenger and DOTC Sec. Abaya also took the MRT but he was with his full security.

Abaya also took the MRT but didn't show any sincerity at all.

Senate probes MRT woes.

Senate Bill 2266 filed by Senator Grace Poe “National Transportation Safety Board Act" seeks to establish a National Transportation Safety Board that will investigate and report on various modes of travel.

Senate Resolution 839 filed by Senator Sonny Angara aims to investigate in aid of legislation the MRT-3 incident last month and re-examine the mass-transport system for planning.

Senate Resolutions 840 and 841, filed by Senators Nancy Binay and Bam Aquino, respectively, will inquire into the increasing incidents of train malfunction arising from the supposedly inefficient operations and inadequate maintenance of MRT3.

Remember Sec. Abaya claims that it was still safe to ride in MRT despite of the mishaps. And there were reports that he was covering up someone's fault during the train accident last month. Instead of showing concern to the public, Abaya is insisting what he believes and do not listen to the sympathy of public. Maybe its time he should also ride the MRT as an ordinary commuter during a rush hour.

It is interesting what he will say and feel about it.

Act and Work Together

The contract for building and leasing for the EDSA Rail Transit III, Phase I Project was first awarded in 1992 to a consortium of international sponsors.

Metro Rail, Metro Rail Transit Corporation (MRTC), was later formed for the purpose of designing, constructing, testing, commissioning, and maintaining the whole system of EDSA Rail Transit III.

Metro Rail Transit is a private corporation responsible for the maintenance of the Manila Metro Rail Transit System.

As the original contractor for the MRT-3 project, it runs the MRT-3 in coordination with the Department of Transportation and Communications.

MRTC and the DOTC entered into a build-lease-transfer (BLT) agreement in 1997 to construct and maintain MRT-3.
